What do you mean with "no mail"? I've tried using <F9> on an empty Maildir (i.e. one without any mail in it), but there <F9> doesn't work in the right sense, i.e. mutt complains with "There are no messages" and doesn't even try to run notmuch-mutt. So no bug there.
