So, it is not maintained as an authoritative list of copyright holders, as is typical in fastidiously maintained GNU software (i.e. those projects fully subscribing to the FSF standards). In the era of reliable DVCS that keep revision history forever and have commands like git-annotate, AUTHORS files in the GNU tradition are probably obsolete. But, I'm not a lawyer. :-)
