Sure. That's how I expect Notmuch to behave.

And you want Notmuch to deal with people's quoting habits (or shall we
say preferences) for you? Instead of you using your MUA's threading
support to home in on the messages you are interested in? That seems
like an unusual approach to me. If somebody were to implement the
behaviour you are asking for, I sure hope it would be done in a way that
required deliberate opt-in.
